Apply Online

  1. Submit your Authorised Person Application Form available on Schedule I. If you also wish to register your business as an offshore company, you may need to submit an Offshore Company Registration Form.
  2. Prepare and submit all supporting documents.
  3. To apply for AP status, you will need to submit:
    1. Certificate of Incorporation of the corporate shareholder/partner/member/ founder with a minimum ownership interest of 5%
    2. Certified copies of the shareholder/partner/member/founder’s passport biodata page
    3. Certified copy of passport biodata page and work permit of all directors and members of the corporation’s management body
    4. Authorised signatory document
    5. A viable business plan that defines the proposed business objectives and scope of operations. Should cover:
      • Objective of establishment
      • Type of products or services
      • Target market
      • Business strategic plan
      • Internal policies
      • Risk management strategy
      • Human resource allocations (first year)
    6. Certified copies of the audited financial statements and reports for the past three years. Should include:
      • Balance sheet
      • Profit and loss account
      • Auditor’s statement (if the applicant is mandated by law to run audits)
  4. If you are registering a company, you will need to:
    • Provide a copy of a relevant charter, statute, or memorandum and articles of association that define the constitution of the company. Ensure the documents are translated into English by the company secretary or other regulatory authorities.
    • Include a certified copy of the company’s Certificate of Incorporation in its respective country. The certificate should be obtained within 30 days prior to the submission.
    • If the company is incorporated in Sri Lanka, you may need to provide a copy of the Registrar of Companies - Form 15 or 20 which clearly defines the Board of Directors
    • A company statement signed by the Board of Directors declaring that the company is free of legal impediments
  5. Pay your application processing fee of $2,500. Other fees and payment information can be found here.

Receive Approval in Principle

  1. Collect your letter of Approval in Principle, offered by the discretion of the Colombo Port City Economic Commission.

Obtain Regulatory Clearances

  1. Receive regulatory authority clearances through the Colombo Port City Economic Commission, which acts as the Single Window Investment Facilitator for Port City Colombo.

Receive Your Licence

  1. Obtain your Authorised Person Licence which will permit you to conduct business in and from the Port City Colombo Area of Authority for 12 months.
  2. You will also receive an Investor Agreement and Certificate of Registration if your company is registered as an offshore company.
  3. For licence renewals, you can fill out and submit the Application for Renewal of Licence.
  4. You may need to submit annual returns through Schedule IV.
